Vitoria is the quiet achiever of the trio of Basque cities. A comparatively peaceful town, it comes as a surprise to many visitors to discover that it’s actually the capital of the semi-autonomous Basque region. A thoughtful place, it combines an attractive old town with an Ensanche (expansion) designed to provide plenty of green spaces for its hard-working inhabitants. While it lacks the big-city vitality of Bilbao or the languid beauty of San Sebastián it’s a satisfying city much-loved by most who visit it. Perhaps because it’s the political centre of the region, the young are very vocally Basque, and the city feels energized as a result. An ambitious urban improvement plan has brought escalators to the old town, a tram service, and is creating a flash new train/bus station to the north of the centre.
