Kvemo Kartli (Lower Kartli, Georgian: ქვემო ქართლი) is a historic province and current administrative region in southeastern Georgia (country). The city of Rustavi is a regional capital. The population is mixed between Georgians and Azeris, who constituted a majority of the population. Since the dissolution of the Soviet Union and Georgia's independence, there have been recurrent calls from Azeri residents of Kvemo Kartli for part of the region to be granted to Azerbaijan. However, because of the similar economic conditions on both sides of the border, the friendly relations between the governments of Georgia and Azerbaijan, and the absence of persecution of Azeris in Georgia - as opposed to Armenians, Abkhaz, Ossetians, and other minorities, many who complain of linguistic and other forms of discrimination - there is little momentum for border alterations.
